The cluster is a temporary staging point. From here, scout bees search for a new home and advertise it with dances. After hours to a few days the swarm moves on.

For beekeeping this is the opportunity to catch it: the bees are gorged with food and peaceful. Shake the cluster into a box, close it up in the evening and hive it.
